It is difficult to change the system. If it is educational, the system is even more difficult to change because continuity and stability are necessary to assess educational effects. With all these inadequacies, why should educational reforms be conducted? As we all know, educational establishments are put into place by a social request; thus, an educational establishment is “part of the social system” since the social consensus sets it up. However, educational reform is also conducted by a social request.
